DPPMB hosted the DPPMB 4th World Café Forum on Saturday May 5 2018, organised by our strategic partner Creativo Sdn Bhd and strategic consulting partners MDG Services and BN Hartajati Management Consultant.

DPPMB World Café Forum is an event held to advocate the sustainable development of Brunei business. This year our theme "Menjayakan Wawasan Negara" (translated as "Accomplishing National Vision") provided the business community with an opportunity to contribute to conversations on accomplishing the national vision and provide insight on the areas of interest to business and investment in Brunei Darussalam.

The forum provided insights from various domestic, regional and international panel speakers on prioritised areas that impacts on Business, Economy, Social and Technology (BEST). The forum provided the audience with a snapshot of the critical milestones to achieving the national vision and best practices that may support efforts on this matter, as well as opportunities for business to focus their efforts.

DPPMB 4th World Café Forum 2018 had participation from the business community – chambers, business associations and business individuals, as well as representatives of lead government agencies and foreign missions based in Brunei Darussalam.

Graduated from University of Strathclyde in Glasgow Scotland, United Kingdom with a Bachelor of Engineering degree in Civil Engineering specializing in Structural Design (1991). In addition holds a Post-Graduate Degree Masters in Public Management from Lee Kuan Yew School of Public Policy, National University of Singapore (2007), is a member of the first cohort of the Brunei Top 100 Leaders Program by Prime Minister’s Office (2015-2016) and is a Certified KPI Professional and Practitioner by the KPI Institute (2016).

Career spanned from September 1991 with the Ministry of Defence until January 2015 where he was moved to the Prime Minister’s Office and has been serving in the Prime Minister’s Office until the present day.

Career began in the Ministry of Defence as a civilian Project Engineer in the Development Project Section of the Directorate of Development and Work Services, which involved the design and supervision of civil and infrastructure Projects in the Ministry of Defence and Royal Brunei Armed Forces. Also gained several years experience in Estate Maintenance Management under the Maintenance and Work Services Section. Subsequent to that briefly headed the Acquisitions Unit in Directorate of Finance and Acquisitions, and as Strategy Management Officer in Office of Strategy Management. Two years experience as Secretariat Engineer/Officer in the Permanent Secretary’s Secretariat Office and four years as General Manager at the Technical Equipment Maintenance Division, which is a Maintenance Repair Organization that provides capability support to the Ministry of Defence and Royal Brunei Armed Forces. The General Manager’s role is responsible for managing the recruitment and administration of Human Resource (contract personnel not under the civil service) deployed to various organizations within Ministry of Defence and Royal Brunei Armed Forces.

This was the final post in Ministry of Defence before moving to the Secretariat Tetap Wawasan Brunei, Prime Minister’s Office as Senior Special Duties Officer to head the Unit on Wawasan Goal 2 – Quality of Life. The Secretariat office is the administrative arm of the Wawasan Brunei 2035 Supreme Council and deals directly with the Secretary to the Wawasan Council and focal persons of the Wawasan Champions. The Secretariat office is also responsible for the socialization of the National Vision to all the population in Brunei Darussalam.

Mr. Asrul Adrain POKSPDSS Dr Haji Ahmad, graduated from the University of Humberside in Hull, United Kingdom with a Bachelor of Arts (Hons) in Accounting and Finance in 1992. He successfully completed the Executive Development Programme for Senior Government Officers (EDP-SGO) in 2015.

He began his career in the civil service at the Treasury Department, Ministry of Finance as an Accountant in September 1994 and served in various roles within the department. In 2006, he was transferred to the Investment Division, Ministry of Finance, and was tasked to assist in the setting up of the Sustainability Fund. After a two-year stint, he was reassigned back to the Treasury Department, to head the Main Ledger Unit in the Accounts Section and later assumed the position of Assistant Accountant General Grade I.

He was later seconded to the World Bank, Washington D.C. in 2011, as Senior Advisor at the Executive Director’s Office for the Southeast Asia Group. In this role, he advised the Executive Director on policies and issues pertaining to poverty reduction and alleviation; development strategies for low-income countries; and governance of the World Bank Group.

Upon his return to the Ministry of Finance in 2012, he was assigned to the Research and International Division, where he contributed to Brunei Darussalam’s successful Chairmanship and Co-Chairmanship of the ASEAN and ASEAN+3 Finance Minister’s Meetings in 2013 respectively. In early 2015, he was reassigned back to the Treasury Department, to head the Accounts Section and then in 2016, transferred back the Research and International Division until August 2016.

He is currently the Director of Planning at the Department of Economic Planning and Development (DEPD), and has served at the DEPD since September 2016.

Muhammad Firdaus Haji Abdul Kadir
Manager, FDI & Corporate Projects, Brunei Economic Development Board (BEDB)

Muhammad Firdaus joined the Brunei Economic Development Board (“BEDB”) in 2015, following a 10- year career at the Ministry of Foreign Affairs and Trade (“MOFAT”), where he last served as Assistant Director at the Department of Politics 1 (Southeast Asia).

Initially serving as Stakeholder and Media Relations Manager, his subsequent roles include managing BEDB’s strategic communications, marketing and economic research. He currently leads the BEDB’s halal industry portfolio, where he guides foreign companies in submitting their business and investment proposals, assess their socioeconomic impact and strategic fit, and navigate Brunei Darussalam’s business environment, particularly in obtaining data on the country’s market and regulations. In February 2018, he was assigned to concurrently support Corporate and Special Projects team, which was specially created to close the BEDB’s previous projects.

Muhammad Firdaus began his career in 2005 after graduating from Universiti Brunei Darussalam, where he read Geography and Economics. After being initially assigned to the Myanmar Desk, he then specialized as a Malaysia political analyst, developing a passion for political commentary, speechwriting and diplomacy. In 2008, he was assigned to Brunei Darussalam’s Permanent Mission to the United Nations in New York, where he covered discussions at the UN Security Council and the UN General Assembly.

Muhammad Firdaus is a member of the first cohort of the Brunei Top 100 Leaders Program organized by the Prime Minister’s Office (March 2015 – 2016), and the 2nd Australia-ASEAN Emerging Leaders Program (2012) in Kuala Lumpur.

Haji Ibrahim HM Ali

Hj Ibrahim HM Ali is the Executive Chairman BN Hartajati Real Estate Developer. At the moment the company is developing several houses and commercial building at various location. For further details, log in to bn.com.bn. As a chartered engineer he is also a member of Brunei Darussalam Association of Engineer, Architect and Surveyor in short PUJA. He is now actively involved in steel supply, brick and cement supply. He is also seeking foreign partnership in real estate, steel supply and brick manufacturing.

HAJI IBRAHIM HM ALI started his career as a civil engineer at Public Works Department. He served as director at Housing Development Department, Civil Service Institure, Ports Departments. He was a deputy permanent secertary at Prime Minister Office, and retired as CEO of Authorrity for Industry of Telecommunication and Information (AITI) in 2008.

HAJI IBRAHIM HM ALI was responsible in privatisation of Telecommunication Department, setting up of the AITI as a regulator, privatisation of Muara Container Terminal, intial development of Pulau Muara Besar (PMB), organising executive training for future leaders in the civil service, in which this training has been run for more than 25 years, chairman of MOC Strategic Planning Committee.

HAJI IBRAHIM HM ALI has been active supporting DPPMB on matters pertaining to developemnt of Malay entrepreneur. He had chaired several meetings and represent DPPMB at various important events such as DPPMB World Café, Hard Talks and Vision Brunei 2035.

Ak Muhd Hazwan Pg Hj Kamarulzaman

Hazwan is currently working as an Investment Counsellor at Standard Chartered Bank advising clients on investments and investment assets. Previously he has worked as a Relationship Manager with Standard Chartered Bank serving as a personal banker to Standard Chartered Priority clients. He has worked for five years as an Economic Officer with the Department of Economic Planning and Development, Prime Minister’s Office where he worked on national economic modeling and national economic policies after graduating with combined degrees in Asian Studies and Economics from the Australian National University.

Hazwan has developed his public speaking skills by being an active member of Toastmasters International since 2013. He has served as Vice President Education and President in different
Toastmasters International clubs, namely the Oil Town Talkers Toastmasters Club and the Brunei Speakers’ Club. He has practiced forum moderation regularly in the Brunei Advanced Speakers’ Club, a Toastmasters International club, has moderated in a national Local Business Development Forum organized by Asia Inc. Forum, and has moderated in client events organized by Standard Chartered Bank.

Currently Hazwan is still active in Toastmasters International clubs, serving as Curator in Global Shapers Bandar Seri Begawan, a volunteer non-governmental organization doing work on youth
employability in Brunei Darussalam, and is currently a candidate in the Chartered Financial Analyst program.

Her Excellency Caterina Ventura

(BA [Political Science and Economics], Laurentian University, 1978; LL.B, University of Ottawa, 1981) joined the Department of Foreign Affairs and International Trade in 1999. Previously, Ms. Ventura held the roles of investigator, policy adviser and legal counsel at the Canadian Human Rights Commission. At Headquarters, Ms. Ventura worked as a legal officer and deputy director in the United Nations, Human Rights and Economic Law Division of the legal bureau and as acting director of the Oceans and Environmental Law Division. She served as political affairs counsellor at the Permanent Mission of Canada to the United Nations in New York. In her most recent assignment, Ms. Ventura was senior adviser in the Partnerships for Development Innovation Branch.

His Excellency Lim Hong Huai

Mr Lim Hong Huai last held the post of Director-General (Southeast Asia I) in the Ministry of Foreign Affairs from July 2013 to January 2016.

Mr Lim graduated with a Bachelor of Laws (Honours) from the National University of Singapore in 1994 and Masters of Laws from Harvard University, USA in 2005.

Mr Lim joined the Singapore Foreign Service in September 1994. In the Ministry’s Headquarters, Mr Lim covered several portfolios including Middle East, North America, Southeast Asia and International Organisations.

Mr Lim had served as Consul-General in the Singapore Consulate-General in Johor Bahru (May 2010 to June 2013). His other postings include Jakarta (February 2006 to February 2010) and Washington (March 1996 to July 1999).

Allen Ang

Allen Ang has a contagious smile, a plethora of lame jokes and an oversized heart. He began his career as an accounts executive at an early age of 21 in a local shipping company. After one and half years, he moved on to be a management accountant in an international oil & gas company for 3 years.

Due to economic downturn, Allen made a bold choice to change career from a back office staff to the front line insurance sales agent in May 2010. Currently a Certified Financial Planner, Allen manages client’s portfolio with special focus on risk management.

Allen’s continuous endeavour to improve led him to Toastmasters, where he achieves the highest educational achievement ‘Distinguished Toastmaster’ by Toastmasters International. He was also announced the Humorous Speech Champion for District 87 Toastmasters (Brunei, East Malaysia, Indonesia and Labuan) in 2016.

Allen hasn’t stopped outdoing himself since. Firm believer of giving back to community, Allen currently leads bilingual trainings and workshops under the Toastmasters Leadership Institute. Over the last 5 years, he has ventured into F&B business, co-founded a tuition school and a people development company.

When he is not busy running businesses, managing his clients’ financial portfolios and conducting trainings, he can be found having a monthsary dinner with his wife, watching PJ Masks with his 4-year-old or taking selfies at the gym.

CEO of Brunei Accenture Group (B.A.G) Networks

Haslina Taib is the CEO of BAG Networks, a joint venture between Brunei Government and Accenture. She spent 20 years in Europe and North America before returning to Brunei and has held positions in Audit, IT implementation, Forensic, Tax, Treasury Management, Media and Real Estate with companies such as KPMG, Panel Kerr Foster, Andersen, WPP, Hill Knowlton Europe and the Dorchester Group of Companies. She serves on the board of iBudaya managing cultural projects and HATI assets. She has MBAs from Harvard and Cranfield.

She represented Brunei APEC Business Advisory Council (2010 – 2015) and is a member of Brunei Accounting Standards Council, Brunei Research Council Working Group and Brunei Ease of Doing Business Working Group. She is a Fellow Member of the ACCA and a pension fund trustee in UK and Canada.
