After several years of engaging with Russian business representatives through the Chamber of Commerce and Industry of the Russian Federation and the Russia ASEAN Business Council, the National Chamber of Commerce and Industry Brunei Darussalam (NCCIBD) signed a Joint Operating Agreement with the Odintsovo Chamber of Commerce and Industry (OCCI) to advance on prioritised areas of industry that would benefit Brunei and Russian businesses. This is a major step forward, especially as a building block of practical implementations that support the cooperation between both parties.

Mr Viktor Tarusin, President of OCCI accompanied by His Excellency Ambassador Vladlen Semivolos, Ambassador of Russia to Brunei, Mr. Sergey Sirota, the Deputy Director of All-Russian Research Institute of vegetables Breeding and Seed Production “VNIISSOK”representing Agriculture and Mr. Alexander Nikolayev, the representative of Federal State Moscow Scientific Research Institute of Agriculture “Nemchinovka” (wheat and other grain seeds selection) as well as the Head of OCCI Investments Committee met up with NCCIBD led by the President Dr Hj Kamaruddin DSP Hj Talib and lead members of the Brunei Malay Chamber of Commerce and Brunei Chinese Chamber (DPPMB) and Brunei Chinese Chamber of Commerce and Industry (BCCCI). Both parties presented their organisations and highlighted areas of business and investment interest that would benefit both Brunei and Russia businesses. Specifically business and investment interest that had more traction for Brunei and Russia businesses, focused within prioritised industries that includes energy, agriculture, IT, Science and Technology, and Ecology, and leveraging on complementary strength that both sides can offer in terms of investment, promotion of products and services and market expansion. The discussions was formalised with a Joint Operating Agreement to identify existing or prospective project in need of support both on Bruneian and Russian sides; provide legal, administrative and investment support to identified projects; identify, negotiate and attract reliable partner and importantly to be a self-sufficient Public Private Partnership working entity in the interests of both Brunei and Russia. Ambassador Vladlen Semivolos who has been proactive in promoting bilateral ties between the two countries witnessed the auspicious moment.

This is the first Joint Operating Agreement signed by NCCIBD and it will be the basis of many that builds upon the cooperation between NCCIBD and other lead business organisations within the region and beyond. It is hoped to provide real benefits to the business community and allow businesses to focus on what they are good at.

The National Chamber of Commerce and Industry Brunei Darussalam (NCCIBD) - The Brunei Malay Chamber of Commerce and Industry (BMCCI also known as DPPMB) established NCCIBD in 1985.

BMCCI saw the need to put into one umbrella organization the various chambers of commerce and business associations in the country and was instrumental in the formation of the NCCIBD. At present, lead representatives from BMCCI and the Brunei Chinese Chamber of Commerce and Industry (BCCCI) govern NCCIBD, and as of 2015 Dr Hj Kamaruddin DSP Hj Talib leads the organisation as its President for both the Malay and the National Chamber of Commerce and Industry.
